Dr. Samy Saad Zaghloul serves as the Secretary-General in the Cabinet of Ministers. As Secretary-General he is responsible for managing the day to day duties of the Cabinet and managing all coordination between the Prime Minister, the ministries and institutions across the government body. Dr. Samy has devoted his career to public service in the Egyptian government holding several posts. Most recently, he served as the Vice President for the National Defense Council’s Data Processing Center where he worked his way up the organization from Senior Programmer, to Senior Systems Programmer, to Senior Project Manager and finally System Development Manager. During his tenure he was instrumental in planning and supervising various information processing strategies to drive efficiency in the government. He also instituted new innovative research and development activities related to improving Egypt’s data processes and performance from security to overall management. Dr. Samy has attended several regional and international conferences and is well published in his field. His accomplishments include awards and fellowships from the World Bank and Harvard in the areas of Urban Planning and Administrative Development. He also served as a Graduate Instructor for Ain Shams University for the Faculty of Commerce teaching Computer Applications to graduate students. Dr. Samy received his PhD from Harvard University in Urban Planning, after garnering three Masters Degrees. He holds a Masters degree in Public Administration from the John F. Kennedy School of Government; a Masters degree in Computer Science from Harvard; and a Masters degree from Cairo University in Computer Science. His undergraduate work was conducted at the Military Technical College where he graduated with honors and ranked first in his class.
