93rd meeting of the Cabinet of Ministers

The Prime Minister, Dr. Ahmed Nazif, chaired the 93rd meeting of the Cabinet of Ministers and discussed the following;

First: Internal issues:

1- The meeting reviewed a report, prepared by the Minister of Investment, concerning Ramadan Month preparations, showing that people's requirements of main goods are provided in all governorates and there are food surplus to be continuously injected in markets.

2- The meeting tackled a report on the graduation of military universities' new batches, and the prime minister congratulated the armed forces in this concern and hailed their excellent level.

3- The prime minister congratulated the Minister of Education, Dr. Ahmed Zaky Badr, over efforts taken by the ministry namely the good management of the secondary education exams and results which show the real measure among students' skills, something which contributes in achieving significant progress in the educational process in Egypt either the pre-higher education, higher education or the technical one.

4- A report was presented concerning President Mubarak meeting with new heads of the judicial authorities where he expressed appreciation towards the Egyptian judiciary. In this concern, the meeting congratulated the new heads and wished them success in their national mission.

5- A report was presented concerning the population growth in Egypt and implementation of the strategic plan approved by the Cabinet. The plan covered means to face the increasing population, population indicators, as well as the future vision for dealing with such issue, taking into consideration the economic and social impact. The report includes the ministry's role in coordinating with the concerned ministries and governorates, either through holding seminars, workshops, or training programmes. The report referred to effort taken, in cooperation with the Information Ministry, concerning the launching of media campaigns, through visual and written media, aiming at raising the societal awareness regarding the negative impact of the rising population. The report added that most governorates have established small models for dealing with the increasing population problem, in addition to the institutional development in the National Council for Population, in order to enhance its capacity in facing such issue. Moreover, the Ministry coordinated with NGOs and universities in this concern, as well as the envisaged cooperation with the private sector working in health sector, shall be carried out during the coming period.

The prime minister expressed concerns regarding the population increase indicators during the last years; which considered as a main challenge. Dr. Nazif underlined the necessity of exerting more efforts at the governmental and societal levels to raise the societal awareness towards negative impact of population increase, taking into consideration burdens of such increasing rates, including the infrastructure and services requirements (health and education).

The prime minister stated that the coming period shall witness a significant change in the population plan trend, with a view of improving its effectiveness through the following;

a- Supporting the primary health units in villages and governorates, especially the ones related to reproductive health.

b- Determining number of targeted locations which largely suffer from population increase and enforcing more programmes therein, through using the existed health units or sending specialized medical convoys.

c- Encouraging physicians to work in this sector.

6- The meeting tackled a report on actions taken in various underground metro lines, as the first phase of the third line will be completed and inaugurated in October 2011, to be extended from Al-Attaba to Al-Abassyia area with length 4 km covering 5 underground stations namely Al-Attaba, Bab Al-Sha'ria, Al-Geish, Abdu Basha, and Al-Abassyia.

The report mentioned that the second phase of the third line will be implemented in parallel, and shall extend from Al-Abassyia to Al-Ahram St. in Heliopolis with a length of 7.7 km, and will be inaugurated in October 2013. It is worth noting that intersections in this phase were transferred, work locations were delivered to companies implementing the project by July 2009, and implementations are carried according to a set schedule where 20% of the total actions were achieved.

Studies are currently being prepared regarding the third phase of the third line, extending from Al-Attaba to Imbaba, Al-Mohandseen, and Boulaq Al-Dakrour, to be connected to Cairo University station to the second line, with total length of 18 km, with a financial aid provided by the French government. Works related to intersections of the first part in the third phase namely Al-Attaba to Kit Kat was initiated, and other parts of the third phase will be offered for implementation in 2011, the report stated.

Concerning the fourth phase of the third line, the French side will prepare the related studies, designs and documentations, and will extend from Heliopolis to Cairo Airport with length 10.5 km, and shall be financed by the French government.

The prime minister confirmed the necessity of finding solutions of transportation problems in Greater Cairo, stating that the underground metro project, including all phases, has achieved a tangible leap in facilitating public transportation in Cairo. Dr. Nazif mentioned that the tour visit he paid showed that Bab Al-Sha'ria recent accident did not delay implementation of the first phase of the third line and work will be completed on the set date, adding that the importance of such line returned to its location as being the first line passing by Cairo accidently.

Second: External affairs:

1- The external affairs report included the following;

a- President Mubarak's visit to Algeria where he extended condolences over death of the Algerian President, and discussed Arab and African issues of joint interest. President Mubarak was greatly welcomed something which showed the Algerian government and people appreciation to Egypt.

b- Prime Minister visit paid to Abuja to participate in the 7th Summit of D-8, held on 8th July, on behalf of President Mubarak where he delivered a speech asserting the importance of such gathering in discussing means for dealing with challenges and opportunities resulted from globalization, avoiding negative impact of the global financial crisis, and dealing with challenges resulted from the climate change, food security and energy efficiency, along with emphasizing the necessity of continuing to express aspirations of the developing countries as a priority on the international agenda. The speech included Egypt's vision to further develop the South-South cooperation, through upgrading the trade and investment relations, exploring means to expand cooperation between them, to cover new innovative fields, information technology and communication, developing the clean energy resources.

c- The visit paid to Egypt by the Iraqi Vice President's Adel Abdel Mahdy and President of the Iraqi Kurdistan Region, Massoud Barzani, where they held discussion session with President Mubarak who asserted Egypt's continuous support to Iraq, referring to the Egyptian active role in Iraq along with the two Egyptian consulates opened in Arbil and Al-Basrah.

The meeting held between the prime minister and Mr. Massoud Barzani tackled talks over the Egyptian-Iraq bilateral relations in general and the Kurdistan region specifically, as well as the economic ties. In this concern, Dr. Nazif noted that a delegation headed by the Minister of Investment, Dr. Mahmoud Mohieldin, with the participation of representatives of number of private sector companies will visit the Iraqi Kurdistan region in the near future, to explore available opportunities for investment and trade exchange, particularly in energy field, due to experiences enjoyed by the Egyptian companies which could contribute in rebuilding such sector in Iraq, in addition to the cooperation possibilities in information technology and construction.

As for the meeting held between Dr. Nazif and Adel Abdel Mahdy, talks tackled means to develop and deepen the Egyptian-Iraqi communication and integration. Talks covered the internal situation in Iraq which was described as good especially within the gradual improvement of the security situation and the reduced violence acts. Regarding the bilateral relations, the prime minister stated that the current enjoyed relations are not reaching the aspired level and there are various fields not used yet, adding that various projects are carried between both countries to enhance the economic partnership. The prime minister assured that Egypt has various experiences to support the economic development in Iraq either in the private or public sector.

d- Ministers of Foreign Affairs and International Cooperation reviewed a report on their visit to Ethiopia where they held talks with the Ethiopian Prime Minister who confirmed his country's respect to the Egyptian interest, and stated that Egypt's water rights are stable. Dr. Nazif underlined the necessity of continuing to communicate and consult with the Nile basin countries aiming at opening new cooperation horizons in various fields, taking into consideration the main aim of such trend namely achieving stability and development in the African Continent.

Third: Development plan of the state's administrative body:

1- The meeting reviewed a report prepared by the Ministry of Administrative Development following-up implementation of the development plan of the state's administrative body aiming at making an efficient and effective administrative body that can meet the global change, improve the state's resources management and provide excellent services for people.

2- The plan included the following;

• Government services development programme, through providing excellent services for dealers with the government (people, companies or investors), in terms of speed, efficiency, method used, as well as giving them the chance to interact and participate, and giving them access to several channels such as: the internet (The Egyptian government portal, investment portal, and business portal), people's relation management system (a communication center serves 23 governmental authority, 15 seats increased to 90 dynamic seats, and 20 independent service and communication center for various authorities) the phone cell ( this service will be allowed by the beginning of the coming year), and services providers.

• Development programme on the state's resources management system, through documents archiving (existed in 62 authorities), e-certification, computerizing the financial accounts in the state ( there are 729 accounting units from 1600 authorities), procurements and stores, human resources ( staff affairs / salaries), the governmental buildings database, state's mosques database.

• Programme on the national database completion and communication, through establishing a civil communication network linking various governmental services (health, civil status, taxes, insurance and education). This database helped determining number of those dropped out of education in Kafr El-Sheikh and Alexandria, as well as determining number of birth and dead. In this concern, the government has issued 12 million family cards covering 63 million individual, and made a national ID for the economic buildings (national IDs were issued for 1.7 million economic buildings), along with setting a real estate's registration.

• Institutional development programme, through setting a strategy coping-up with the role of each authority while focusing on their central missions, as well as setting suggestions for dynamic organizational entities, and introducing modern administrative systems.

• The report included number of recommendations of each mentioned aspect through the following projects;

a- Financing the second phase of the traffic project and issuing electronic payment regulations.

b- Continuing to spread the accounting units' enforcement, and linking it with the ministry's bureau, as well as assuring commitment to the procurement portal and expanding the e-signature.

c- Financing the family register project, and speeding the data exchange process between governmental authorities, financing the family card operation, and making legislative amendment to solve problems of the real estate registration fees.

d- Approving the establishment of a Cleaning and Maintenance General Authority, and re-financing the training programme with same number of the budget 2004/05.

Fourth: Decrees:

1- The Cabinet approved the presidential draft law on allocation 70549 acres for East Port-Said project (city-industrial zone-port)

2- The Cabinet approved the presidential draft law on the additional finance loan agreement for the second national sanitation project, signed in 13/6/2010 between the Arab Republic of Egypt and the World Bank.
